Afirmativas
There is a hospital in the town. -> Hay un hospital en el pueblo.
There are two bridges in the town. -> Hay dos puentes en el pueblo. 

Interrogativas
Is there...? -> ¿Hay...? (se usa en singular)
Are there...? -> ¿Hay...? (se usa en plural)

Is there a hospital in the town? -> ¿Hay un hospital en el pueblo?
Are there two bridges in the town? -> ¿Hay dos puentes en el pueblo?

Respuestas cortas
Yes, there is. -> Sí (hay).  Se usa singular.
Yes, there are. -> Sí (hay). Se usa en plural.

No, there isn't. -> No (hay). Se usa en singular.
No, there aren't. -> No (hay). Se usa en plural.


GRAMMAR
There + be -> Haber
